Quebec Online Casino Options: Loto-Québec and the Limits of Three-Site Rankings

If you live in Quebec, the province’s online casino is Loto-Québec’s site, lotoquebec.com, and Loto-Québec states that it is the only 100% legal and local casino and sports betting site in Québec. That is why a “top three sites” answer does not fit Quebec well: the online casino, the live casino, poker and bingo you might find listed separately are all run by the same operator, Loto-Québec. For a first-time player the useful comparison is between those products: what they cost per hand or spin, how fast they play, and how deposits and withdrawals work. We read Loto-Québec’s site, FAQ and table rules on October 19, 2026.

What does Loto-Québec offer online?

The lotoquebec.com portal links to lotteries, casino, live casino, slot machines, sports betting (Mise-o-jeu and Mise-o-jeu+), instant games, poker (OK POKER) and bingo. The site shows an 18+ age requirement.

One detail confuses many players: the casino pages are served from the address espacejeux.com while the page title reads “Online Casino, Play on lotoquebec.com”, and the casino, poker and bingo links on the lotoquebec.com portal point to espacejeux.com. Some guides still call it Espacejeux; the brand the site shows today is lotoquebec.com. Both addresses belong to the same Loto-Québec service.

Why do three-site rankings fall short in Quebec?

A ranking of three sites assumes three independent operators you could choose between. In Quebec, the products that tend to fill such a list are not independent:

• The provincial casino site is Loto-Québec.
• A land-based casino turns up online too: one of the live roulette tables on lotoquebec.com is named Casino de Montréal Roulette 14. It is still Loto-Québec’s online casino.
• The poker product, OK POKER, is part of the same portal.

So “three sites” in Quebec usually means three parts of one operator. Loto-Québec says provinces can offer online games only through their official operator. The Régie des alcools, des courses et des jeux (RACJ), which issues Québec gaming licences such as raffle, video lottery site and gaming supplier licences, lists no private online casino licences on its site.

How do Loto-Québec’s casino products differ for a beginner?

Live tables. Limits and rules are published for each table without login. Examples from October 19, 2026:

• Roulette from 20¢ or 50¢ per bet up to C$10,000 at most tables, and 10¢ to C$10,000 at Casino de Montréal Roulette 14, which uses La Partage on even-money bets.
• Blackjack from C$1 (Infinite Blackjack, up to C$5,000) to C$1,000 minimum at Blackjack Diamond VIP; the standard rules use 8 decks, pay 3:2 and have the dealer stand on soft 17.
• Speed Baccarat A from C$1 to C$10,000, with an RTP of 98.94% in its rules.
• Live Craps from 50¢ to C$5,000, with an Easy Mode that offers fewer bets.

Pace. Live games run on a betting window: Loto-Québec’s rules describe a light that shows when you can bet, when time is nearly up and when betting has closed. In Speed Blackjack, Loto-Québec’s rules say the fastest decision gets the next card first, which shortens each round. For a first session, a standard table gives you more time to follow each decision.

Expected cost. The rules documents give a return to player for each game. Standard roulette returns 97.30%, so a C$10 bet costs 27 cents on average; even-money bets at the La Partage table return 98.65%, or about 14 cents per C$10. Baccarat returns 98.94%, and standard blackjack played perfectly 99.29%. Craps returns 99.17% on Don’t Pass and Don’t Come with equal odds. These are long-run averages, not what any single session will do.

Help at the table. Live tables have a Live Support chat for technical questions.

How do deposits and withdrawals work?

From the lotoquebec.com FAQ:

• Deposits. Credit card, debit card, Interac e-Transfer, Google Pay and Apple Pay each have a C$20 minimum. Interac and debit carry no fees; cards and wallets may carry bank fees. Argent Web vouchers start at C$10. Electronic bill payment takes 3 to 5 days.
• Withdrawals. Money goes to a chequing or savings account that you register through a partner bank-verification page, and the account name must match your lotoquebec.com account. Interac e-Transfer is described as a deposit method. Prizes over C$100,000 are claimed in person.
• Timing. The FAQ does not give a withdrawal processing time.
• Support. A phone line, 1-866-611-5686, is available at any time for players who cannot log in.

What tools does the site give you?

The lotoquebec.com account menu has “Break and self-exclusion” and “Set my limits”. The durations are shown only after login. Quebec’s gambling help line, Jeu : aide et référence, is free, confidential and open 24/7: 514 527-0140 in Montréal and area, 1 800 461-0140 elsewhere in Québec. More is on our responsible gambling page.

What we could not confirm

• The withdrawal processing time: the FAQ does not state one.
• Break and self-exclusion durations: shown after login.
• The provider behind most live tables: the rules documents name Evolution only for Red Door and Gold Vault Roulette.

Check before your first session

Open the lotoquebec.com casino and confirm the 18+ notice and the Loto-Québec branding, even if the address bar shows espacejeux.com. Before depositing, register the bank account you will withdraw to, so the name check is done before you need it. At a live table, read the limits in the table description and the rules document before you sit down. If you are comparing Quebec with other provinces, our province-first comparison sets out what each one allows.
